Sugar Development Fund

The Sugar Development Fund (SDF) Department is committed to proper management of the sugar development fund to ensure sustainable funding for the development of the industry.

The SDF was established in 1992, with the sole purpose of creating a revolving fund to finance the activities of the Sugar Industry in Kenya. The fund, which is non-profit making, is financed through a levy, which is charged on both locally manufactured and imported sugar.

Quality Objectives

  • Overall Management of Sugar Development Fund Portfolio.
  • Development and implementation appropriate Fund Policies.
  • Provide finances to the Sugar Industry under the stipulated guidelines.
  • Facilitate collection of levy on imported and local sugar.
  • Monitor and Evaluate the funds’ utilization.

SDF Levy Components

The levy, net of what is placed on reserve, is utilized to fund the following activities and shared out as follows:

  • Factory development/rehabilitation
  • Research and Extension
  • Cane development and maintenance
  • Industry infrastructure
  • Kenya Sugar Board Administration

Structure

SDF Manager: Reports to the Chief Executive Officer. Responsible for designing, developing and implementing efficient and effective policies and procedures for collection, investment, lending and management of SDF. Monitoring sugar movement within and without the country.

Senior Credit Officer: Reports to the SDF manager. Responsible for implementing effective and efficient analysis, appraisal, evaluation and monitoring of the credit process as a whole as per established policies and procedures for sound decision making of the fund.

Credit Officer: Reports to Senior Credit Officer. Responsible for appraisal, monitoring and evaluation of SDF funded projects and investment of surplus funds.
